一般一个句子的结构是由“主语+谓语+宾语"构成的。
在“The study argues that the type of action needed against passive smoking should be similar to that being take against illegal drugs and AIDS.”这句话中，先找出谓语亮明"should be similar to",所以“The study argues that the type of action needed against passive smoking ”渣大就是主语，“that being take against illegal drugs and AIDS”就是宾语。因为一个句子中敬梁告只能有一个谓语（动词），所以当主语中出现动词“need",它就要使用非谓语动词的形式。主语中“action”是被需要，要用非谓语动词的被动语态“needed"。
如果非谓语动词修饰的名词是动作的发出者的话，就要用“ing”的形式，如“the cat jumping"中猫是主动跳的，而不是被跳，所以，要用"jumping"。
