第一题，fairly表示对事物的赞赏，是褒义词，而rather 表示对事物的不赞赏，是贬义词。所以这里的答案应该是C。
第二题你选错了，应该选D，这个我个人的语感好一些，觉得应该选D的。

The more...the more句型语序不用倒装

那么就是说参考书的答案是错的
第二题是这样的 the more the more 不是 the 加比较级嘛
那the more confused 不是confused的比较级吗

rather表示相当一般都在负面中使用，难嘛，所以是rather！因为前面the more后是动词短语，前后结构应该一致，因为他们是并列结构！
