BACKGROUND
The greater Golden area, known as Kicking Horse Country, is experiencing significant tourism industry growth amid the development of Kicking Horse Mountain Resort since 2000 and the continuation of a number of world-class activities and experiences offered by the collective tourism industry. The tourism industry is the fastest growing sector of the local economy. Annual room revenues for the Columbia-Shuswap region have grown by 30.0% over the past five years. This compares favourably to the provincial growth rate of 14.6% and considerably outperforms many other areas of the province. The inventory of rooms in the region has remained stable during this period. Revenue performance can therefore be attributed to price inflation and increasing occupancy levels. Average revenue per room increased from $8,343 in 2001 to $10,900 in 2005. The study area for the purposes of marketing and promoting Golden, Kicking Horse Country include the Columbia Shuswap Regional District A and the Town of Golden. The population is approximately 9,000.

In December 2005 the accommodation community approved the Additional Hotel Room Tax (AHRT) to fund a dedicated destination marketing organization (DMO) which started to receive funds November 2006. The annual net income is estimated at $230,000. In parallel, a resort association for Kicking Horse Mountain Resort (Tourism Kicking Horse) is currently underway.

The tourism community recognized the need to create a tourism plan to coincide with the growth of its industry and to create the foundation plan for the destination marketing organization. The Golden Tourism Association, in partnership with Golden Area Initiatives, secured the support of Tourism BC to embark on this process to develop the tourism plan for Kicking Horse Country. The Community Tourism Foundations® development program was launched in Golden in February 2006, with the initial community meeting between tourism stakeholders and Tourism BC and a full day planning session was conducted on June 06 with Tourism BC facilitator Simone Carlysle-Smith. The Golden Tourism Association established a transition board, known as Tourism Golden, to undertake the necessary work to establish the destination marketing organization. In order to maximize results, Tourism Golden contracted the services of Cathcart Consulting to work in tandem with Tourism BC and the tourism community throughout this process and to produce the operations framework for the new Destination Marketing Organization. Additional focus groups were conducted with the retail and food and beverage sector and the transition board has been active throughout this process.
