[摘 要] 自中共十六届五中全会提出建设社会主义新农村以来，国家不断加快其建设步伐，近年来,在农村经济快速发展的进程中,由于制度上的缺陷和管理上的漏洞等多方面的原因,我国农村资金管理中出现了会计基础工作薄弱、账目混乱、违法违纪现象严重、制度不健全、管理不民主、财会人员素质较低等一系列亟待解决的问题，这严重地阻碍了新农村的发展。本课题以现代财务管理为基础理论，参考国内、国外各界学者对农村基层资金管理的研究成果，对现阶段农村基层资金管理存在的问题的原因进行剖析，重点研究现今农村基层资金管理存在的问题及对存在的问题进行分析，为农村资金管理存在的问题提出一些有参考性的建议，促进农村事业的发展。
