介词短语作后置定语在英语中甚是常见，就这个句子中，如果主语是anyone 或anybody 或是名词，是没有问题的，但你的句中用的是whoever，那就不同了，whoever = anyone who 引导的定语从句，因此其后使用谓语动词是必须的。
