1.定语从句里面有there is的话，可以省that
I must make full use of the time there is left to me
=I must make full use of the time (that) there is left to me
there is time left to me（别人留给我们的）时间，时间被留
你选A,B，缺is
leave time to sb,time is left to sb,OK?

2.D主要是意思不对
in the west of library 指的是图书馆里面的西面
你可以查一下in/on/to the west of 三个的区别
等于是说图书馆内部西面这个位置有个department store
