目前死活想不明白2.3是什么东西要怎么算，请求高手解答。

感谢回答！！额其实英文意思我能理解的，我是想知道这个上下限怎么求？我猜是要去查表？可是用什么数据查什么表？以往例题没见过类似的所以就懵了…
