expect的用法，确如你所说，可以跟宾语从句（that) there is a chance for sb. to do sth.
也可以跟复合宾语：expect sb. to do sth.
中国的考官比较有创新精神。根据：expect that sb. will do sth. --> expect sb. to do sth.
得出：expect that there will be sth. 可以转换为：expect there to be sth.
正如： As there was no bus, we had to take a taxi home. --》There being no bus ,we had to take a taxi home. 一样。
所以，这一题的关键在第二空。 the issue being discussed right now 与the issuse disscussed 【right now】，显然后者是错误的。因为the issue being discussed right now 是“现在正在讨论之中的问题”， 而the issue disscussed （already/ last month) 是“已经讨论过的，或上个月讨论过的”，不可跟right now.
译：两国人民都 在期待有个机会让两个总统就现在正在讨论的问题上作出一项协定。
