我个人觉得吧，有的时候出题人也是惯性思维的。
depend在英文字典上：
If you say that one thing depends on another, you mean that the first thing will
be affected or determined by the second.貌似有“影响”的解释的。
不过查汉英字典，有例句depend on weather解释为依照天气而定。
-------可能还是当成一个绝对意义的词比较多---------
所以出题人的意思应该就是由土地是否冰冻和天气共同“影响”吧。

硬要说D的话，can并不是绝对意义的词，而且有“有时会”的意思，也不是非常绝对的说。

唉，还是凭语感吧。（看出题人的意图）我有的时候其他都对，就是主观色彩比较强的题目会错。其实你也不用太纠结，没什么意思~~~~农民种田又不管这个选项，随它去吧。
