The issue is caused by the following setup: Profile Option, FND: Developer Mode,
is not set.
The FND: Developer Mode profile option relates to Logging /
Diagnostics. This enables the Edit Region global
button. It also enables the
Developer Test Mode diagnostics. This is not useful for users, and is only used
internally for Logging/Diagnostics. The recommendation is to always set the
Profile Option, FND: Developer Mode, to 'No'.
