while做“当...时候”，表示时间段，延续，通常用ing形式
when表示的是一个时间点，是不延续。

这里的while连接的不是两个句子，而是前后的动作，
当前面的动作正在进行的时候，后边的动作发生了，
根据句子的意思，call the police报警这个动作应该是点动作
而不是一个延续的动作，不能说它在看纪念品的时候，店员正在报警。
