摘 要

中小企业是我国国民经济和社会发展的重要力量，促进中小企业发展，是保持国民经济平稳较快发展的重要基础，是关系民生和社会稳定的重大战略任务。受国际金融危机冲击，我国部分中小企业生产经营面临困难。政府、企业必须采取更加积极有效的政策措施，帮助中小企业克服困难，转变发展方式，实现又好又快发展;必须坚持解决当前问题与着眼全面发展相结合，坚持保持平稳较快发展与推进结构调整和技术进步相结合，引导广大中小企业走可持续发展之路。

Promoting their development is to sustain an important foundation for a steady and quicker growth of our national economy. It is a great strategic task that entails people's livelihood and social stability. Our medium-sized and small industries are now struggling. Our government, industries must take more active and effective measures and policies to help these enterprises overcome various difficulties and transform them to other forms of industries. In order to reach the goal for a quicker and better growth, we must deal with the current issues in conjunction with the focus on all dimentional development. We must take a combined approach in keeping a steady growth with structural adjustment and technological advancement, and leading these industries onto a sustainable track of development.
