关于as引导的方式状语从句问题。。。。。

when you enter Rome,do as the Romans do.这是as引导的方式状语从句，书上说状语从句就是连接两个简单句，这里的as引导哪两个简单句呢？

我觉得这里不是从句，是一个比较结构，前面是you do，后面是the Romans do
