译：将军发话在得到下一步的命令之前掩体中谁都不能睡觉。
析：主过从过，时态一致排除A。
would 表示“将，将会”，不合逻辑，排除B
was about to 表示“正准备去做某事”，排除C
be to=will, be going to, shall, should, must, 等等
was to =should ,表示“应该”，D最佳。
PS：
评题：不知道这句话是否词典或名家笔下有原型还是出题者自编的一个题句，待查。
1. 为什么用word 不用an order (一道命令），后面的orders可以重复，也可以避免。
2. 为什么用go to bed而不用sleep? 掩体中还有bed？尽管此短语中的bed已经抽象化了，但不觉得这样的“命令”可笑吗？
3. 为什么不用should 而用was to?

这样，第一个疑问解决了，又来了第二个，word作“命令”解释时，是可数名词，word前为什么没有限定词呢？我前面将它译成“话”，就是受了word作“消息”，“话”解释时，是不可数名词的影响：

我找到了似乎是原句的出处：
He instructed Frau Junge, one of his secretaries, to destroy the remaining papers in his files and he sent out word that no one in the bunker was to go to bed until further orders.

他命令他的一个秘书荣格夫人销毁档案中的残余文件，并且传出话说，地下避弹室的人在没有得到进一步命令以前都不要入睡。

这样看来，这里的word就是不可数名词，是“消息”，是“话”，是“言”，不是“order”，也就是Adolf Hitler传话给下面的人，不是一道正式的命令，后面的是同位语从句，也就是话的具体内容。可能原话就是：no one in the bunker is to go to bed until further orders.

答案是 should go 或 go
选项中 没有
那么 能否 用 过去时 呢？确实 没见过
只见过 it is time that 后 用 过去时 或 should 加动词原形
但我认为 选项B 是错的 应该是should 不是would
不过was to do 是否等于 should ？
