B) Maintain a fair import growth rate and improve management and adjustment import business:

C) Work to improve market order for foreign trade:
1) Continue to crack down on tax related lawbreakers and promote the healthy development of foreign trade. All localities and government departments should cooperate and coordinate in carrying out such jobs. Any enterprise found guilty in smuggling, tax evasion and tax fraud will be punished according to law.
2) Continue to crack down on all other criminal activities including smuggling and fraud, and punish all those involved in illegal operations.
3) Improving government management standards through application of more modern technologies. Establish a network to link up the customs, import and export inspection and quarantine authorities and tax and foreign currency offices to ensure efficient management is exercised.
4) Severely punish any act involved in making and exporting take commodities. No fake goods will be allowed to be exported to effectively protect the reputation of Chinese products.
