本文以河北省R县为调查对象,主要运用问卷调查法、个案访谈法,对R县农村小学撤点并校状况进行了实地考察,在深入了解R县撤点并校背景基础上探究由撤点并校产生的一系列问题,针对这些问题,从政府、学校、家长及学生方面提出相应的对策,建议完善补偿机制,建立民主机制,改变城乡二元社会格局,发展乡村文化事业和公共交通,加强学生安全管理,并在条件允许的情况下建立心理咨询室。

As school bus accidents occur frequently in recent years, people spontaneously take the “school abolishing and merging” policy ten years ago as the “chief criminal”. The original goal of the government to implement the policy of “school abolishing and merging” is to provide students with high quality learning environment, to allocate education resourcesrationally, to improveteaching quality steadily and to narrow the gap between urban and rural educations gradually. But how are the actual effects? Based on this background, this paper made investigations and in-depth analysis, and found that instead of achieving the desired effects, the “school abolishing and merging” policy led to a series of problems, such as the aggravation of "hollow village" phenomenon, expansion of gap between urban and rural compulsory educations, difficulties in safeguarding students’ public security, increase of re-employment pressure and gradual disappear of rural cultures.

Taking R County in Hebei Province as the research object, this paper conducted field investigations on the actual situation of abolishing and merging rural primary schools in R County mainly using the methods of questionnaire survey and case-by-case interview, and explored the various problems resulted from the “school abolishing and merging” policy on the basis of in-depth investigation on the background of this policy in R County, and, with regard to these problems, proposed corresponding countermeasures, from aspects of government, schools, parents and students, for establishing and perfecting the compensation mechanism, establishing a democratic system, changing the dualistic social structures of city and countryside, developing of rural cultural facilities and public transport, strengthening the safety management of students and the establishing psychological consultation room where conditions permit.

In recent years, with frequent accident of school buses, people have slipped to take schools that have been closed ten years ago as the "culprit". The government has once closed and merged schools for the purpose of providing better studying environment for the students, and configuring educational resources in a more reasonable way. Thus steadily improve teaching quality and narrow urban-rural and regional gaps in education, but what is the actual result? This artical takes this as background, through research and in-depth analysis, it has found that the strategy of closing and merging schools didn't got the expected results, on the other hand ,it brought out a series of problems such as "Hollow Village", widening gap between urban-rural and regional incompulsory education, difficulty in protecting public safety of students, increasing stress on re-employment, disappearance of rural culture.
This article investigates R district in Hebei province.The main method for the investigation is questionnaire and case interview. It does a lot of field work on the situation of closing and merging school strategy in the rural school. With a further insight of the background of closing and merging school strategy in R district, it explores about the relavant problems and puts forward some proposals from the government , the shcool, the parent and the student 's aspect. It sugguests to perfect compensation system and set up democratic institutions, change the binary social structure of city and country,develop rural cultural industries and public trafic, strength students' security Management, and set up counseling room in the conditions allowed.
