2013.3.1国务院发布的新的房地产政策
一、完善稳定房价工作责任制

各地区要根据供需情况科学编制年度住房用地供应计划，保持合理、稳定的住房用地供应规模。原则上2013年住房用地供应总量应不低于过去5年平均实际供应量。
各地区住房城乡建设部门要提出商品住房项目的住宅建设套数、套型建筑面积、设施条件、开竣工时间等要求，作为土地出让的依据，并纳入出让合同。
