应该是指一天的上午和下午两个高峰期，应该是 4个小时。

我认为应该是A才对，每天的高峰期是早上的7点到9点，还有下午的5点到7点，这是分开的两个小时，而不是持续的的四个小时，所以我认为应该选A，这是理解上的问题；
