1.On top of that 是除此之外，此外的意思，therefore后面一般还有跟一个逗号，所以选A
2.to是介词，后面必须加一个宾语，后面的句中they believe 是一个插入语，相当于I think，去掉之后，发现have前面少了一个主语，whoever，以及who在宾语从句不能做主语，所以排除，D也pass，再来看B，those是代词可以作为to的宾语，those后面是一个定语从句，定语从句中who作为主语，这是顺理成章的事
