试论非政府组织在社区建设中的作用
摘 要
本文在对非政府组织和社区建设进行阐述的基础上，对非政府组织与社区建设的联系进行了概述，并联系实际论述了非政府组织在社区建设中的作用，其作用主要表现在五个方面：首先，从它与政府的互动关系看，其主要作用有：促进了政府职能的转变、弥补政府资源的欠缺、积极宣传政府方针、政策的功能、带动管理体制创新、倡导竞争与合作 等等。其次，从它与社区的互动关系看，其积极作用主要表现为：拓展了社区服务、提供了多元价值选择、促进社区资源整合。再次，从它与社区居民的互关系来看，非政府组织的发展则具有扩大社区参与，增强社区意识的功能。再其次，从它与政府、居民二者的关系来看，主要表现为：一方面，非政府组织是沟通政府与居民的桥梁，是政府管理社会，实现政事分开的重要载体；另一方面，非政府组织对促进政府与居民之间相互信任也有积极的作用。最后 ，对非政府组织自身而言，也有利于其自身的发展壮大。由此看出，非政府组织在社区建设中有着巨大的不可替代的作用。但是随着非政府组织参与社区建设实践的不断深入，非政府组织也呈现出了诸多问题。本文在第三部分和第四部分对这些问题进行了阐述，并根据这些问题提出了一些对策建议。
