第二部分，流动性过剩产生原因，从国际背景和国内环境两方面分析了中国流动性过剩产生的原因，明确了中国过剩问题的共性和个性。
第三部分，中国流动性过剩问题对策建议，针对第二部分总结出的政策效果和不足，扬长补短，提出一些对策建议：制定更加及时合理贸易政策及外汇管理制度，完善货币市场与资本市场，不断实现金融创新，开拓多种融资渠道，采取适当的货币政策，平衡我国的流动性水平等。
