Not really. Many strutural characteristics would suggest that birds and insects are not closely related taxonomically. You may refer to some of the following features.
(1). Basically, birds are warm-blooded vertebrates whereas insects are cold-blooded invertebrates and they also occupy quite different niches.
(2). In terms of body structure, insects are composed of exoskeleton and open vascular system, whereas birds have advanced bones and muscles and closed vascular system.
(3). In terms of respiration system, birds have lungs and air sacs whereas insects use trachea to breath.
(4). Some may argue that both birds and insects can fly. However, the structure of their wings is totally different. Wings of birds are consist of many tissues such as bones, muscles, nerves, feathers, etc. whereas wings of insects are actually derivatives of epidermal tissue.
(5). In terms of the phylogenesis history, insects involved in very early days and they are among the first batch of animals that succeeded to survive on land. Birds actually derived from reptiles and they didn't become dominant on land until quaternary, which, by the way, is also the dominant period of mammals.
