摘 要

廉租房制度是我国住房供应体系的一个重要组成部分，也是我国住房保障的重要的一项制度安排，更是有效解决我国城镇低收入者住房问题的重要途径。在经过了近十年的实践后，我国廉租房制度已逐步完善，但在廉租房政策的执行上仍然存在一些问题，本文试图结合这些问题，提出相应的对策建议，以提升我国廉租房政策的执行力。文章首先介绍了我国廉租房政策的产生与发展历程，分析了我国现行廉租房政策的构成要件，明确了廉租房的适用对象、供给者、资金来源及廉租房的住房来源。在此基础上，本文选取昆明市作为典型案例，并以问卷调查的形式对我国廉租房政策执行的现状进行分析，发现我国廉租房政策执行过程中主要存在廉租房建设资金不足，廉租房保障范围有限，廉租房房源供应不足，地方政府对廉租房政策贯彻不力等基本问题。针对上述问题，文中提出了建立健全稳定的廉租房建设资金来源、扩大廉租房政策覆盖范围、提高廉租房的保障程度、多种渠道拓展廉租房房源、强化政府在廉租房建设中的责任、建立廉租房的现代管理机构等对策建议，以期为廉租房政策的有效执行提供参考与借鉴。
