可能是升级后的“tool”目录中工具有bug，我们把以前好使的SDK目录中的“tool”目录全部覆盖过来就好了。

试试把minSdkVersion数值提高点 例如14

可以了 ， 可是我以前都能创建2.2以上的啊 升级了SDK 低版本就不支持了吗

你创建低版本的是不是会自生成一个项目类似appcompat_v7的，如果正确引用这个项目也可以兼容低版本的。高版本的有一些特性低版本不支持。
我这之前也被这个问题困扰了好久。
