其实“非谓语”顾名思义就是“不是谓语”，那么，我们在判断到底是用-ing形式还是-ed形式时，就得注意其间的主被动关系，主动则用-ing，被动则用-ed。以18题为例子，整个句子的谓语是“couldn't do”,那么后面的额“go on”自然应该用非谓语形式，紧接着，noise与go on 是主动关系，所以应该用-ing形式，所以，最终答案就是A了。（如果我的表达方式能令你明白，则我再接着讲其他题。谢谢！）
