The project named “Draw on Australia’s Experience, Promote Public Service System” is the important project focused on government capacity building for public service. The project selected Suzhou city in Jiangsu province, Baoding city in Hebei province and Dingxi city in Gansu province as the pilot areas. The project’s objective was to carry out in-depth and comprehensive surveys, find and analyze the present conditions, existing problems and experiences in terms of government for public service, and investigate and learn from Australia’s successful experience of government service. The three pilot institutions absorbed and drew on Australia’s successful experience and promoted their governance ideas to different extents in the 1 year implementation period. Following this, ICC and the CAGP PMO organized the international seminar on government capacity building for China’s public service delivery reform in Beijing from 20th to 21st of September, 2007. The international seminar, one activity under the project named “Draw on Australia’s Experience, Promote Public Service System”, is a dissemination international seminar which was conducted after the project implementation plan was jointly formulated by Australia’s experts and the Chinese expert group in Beijng. It also followed the working visit by representatives of the related cities to Australia, investigations by the Chinese expert group to institutions in the pilot cities, and the questionnaire in pilot cities.

Nearly 70 people participated in the seminar, including officials from related ministries, provincial DRC, city DRC, and city related organs, representatives from international donors and the Chinese and Australian experts for this project. Mr. Zhang Xiaochong, director general of ICC/NCRC, Madame Jiang Jiqing, the first secretary of the Department of International Trade and Economic Affairs of the Ministry of Commerce, Madame Sun Weiqing, senior project officer of AusAID, and Mr. Michael Young, the Australian Team Leader of CAGP PMO. They respectively represent the Chinese implementation agency, managing agent, Australian managing agent, and Hassal International, the Australian implementation agency to make opening remarks. Mr. Huo Enquan, the deputy director general of ICC and Mr. Michael Young made concluding remarks as the implementing agencies on the Chinese and Australian sides.
