1）第2题中，是什么语法题啊？是倒装还是虚拟呢？为什么你能一下就说“这里were they to arrive表示if they were to arrive.”我依然无法理解这个题目。

2）第3题，我虽然知道对现在的影响是用完成时，但我还是不能明白这个题目和您的解释有什么联系。可以再详细一点解答吗？

1)这里是虚拟语气的倒装；if they were to arrive.与现在相反，去掉if ,were提前
虚拟语气的其他倒装：
①与过去相反，去掉if,had 提前
If you had come earlier,you would have met him.
Had you come earlier,you would have met him.
②与将来相反去掉if ,should提前
If it should rain tomorrow,we would not go climbing.
Sould it rain tomorrow,we would not go cilmbing.
2)因为后面是rejected是过去式。
也就是已经拒绝了，所以就要用已经考虑。也就是Having considered.
直接considering,表示现在在考虑，就不存在已经拒绝了
