进入21世纪，我国将迎来人口迅速老龄化的时代。如何面对迅猛而来的老龄化问题已成为全社会共同关注的焦点。因此，积极探索新形势下发展老龄福利事业的新途径、新办法，已势在必行。随着人口老龄化压力的增大和传统家庭养老服务功能的日益弱化，老年人特别是高龄老人对社会福利和社区照料服务的需求不断增加，养老职能将更多地依赖于社会，依赖于社区为老服务的开展。社区养老服务将成为今后我国养老服务的主要模式之一。通过对社区老年人日常生活照顾需求的分析，在简要阐述社区照顾理论基础上，提出发展城市社区照顾的基本基本方法以应对社区中日益凸显的老龄化问题，初步探索出城市社区照顾发展的目标模式。

When we are getting in to the 21st century, aged tendency of population is coming with it. How to deal with this issue is becoming a focus point in entire society. Then, we must develope and explore a new method and new solution without any doubt. Accompany of the incresing of ageing population pressure and decresing of traditional facility provided for seniors,more and more people are requiring more and more caring
from community and social welfare.They are mostly relying on the society,relying on the service for them. Community-caring-pensioners will become the majority mode in China. Through the analysis of the aged tendecy population issue, based on the basically point, it's develope the point that the method of developing city's community to treat this issue,preliminary to explore the objective mode of city's community caring

Our country is facing an accelerated population aging problem when entering into 21 Century, which has became a main focus to the whole society. Therefore, it’s necessary to find a new way to develop the welfare services for the senior citizens under the new circumstances. With the increasing pressure of the aging problems and the weakening of the care function of the traditional family, the demand for the welfare services and community care services for senior citizens is increasing constantly, which depends more on the support from the society and the community. Community’s senior citizen care services will become the main pattern to take care the elders in our country.

In order to develop the right pattern of the city Community’s senior citizen care services, we need to find the basic way to combat the imminent aging problem base on the analysis of the elders’ needs for the daily care and the community services theory,
