"Not" can be used with certain verbs such as hope, seem, believe, expect, think, guess and also with be afraid, being a more polite than just saying no.
Ex. `Have you got much money?' `I'm afraid not';
Ex. `Is he going to fail his exam?' `I hope not'.
Ex. `Have you got much money?' `I'm afraid not';
Ex. `Is he going to fail his exam?' `I hope not'.
