The professor can hardly find sufficient grounds on which to base his argument in favor of the new theory.在这个句子里面有个定语从句,on which to base his argument in favor of the new theory.

严格地说,on which to base...
know, see, decide, tell, ask, consider, discover, explain, findout, forget, guess, hear, imagine, inquire, learn, observe, perceive, remember, think, understand, wonder等。
i couldn’t decide which book to choose.
i can tell you where to get this book.
they found it hard to decide whether to go swimming next sunday or to visit aunt sally in new year.

我认为 应该把 which 去掉 把on 放在 his argument 后面 这是base sth on sth句型
The professor 是主语
can hardly find 是谓语
in favor of the new theory.
The professor can hardly find sufficient grounds on which he will base his argument in favor of the new theory.

base sth. on sth. The professor could hardly find sufficient grounds to base his argument in favor of the new theory on (sufficient grounds).用 which 指代suffficient grounds 那么介词on 就要放在 which前面.
which to base就是连接代词或副词+不定式,那么 to base就是不定式结构
如:
I couldn't decide which one to buy.
