我选的是D，但是老师报的答案是C，C好像不能作主语吧。。。

译：新近结束的全国人民代表大会已经通过了一系列的经济政策，目标是年经济增长8%。
target这个动词与hope类似，可以用hoping (to get) sth. 表示目的，做某事可以目的是to get sth., 但不能用to hope (to get) sth.来表示目的， has passed 本身表示的是结果，不是过去做了一件事（有目的的），不说In order to target sth. sb. passed sth. 更不可以说：In order to target sth., sb. has passed sth. 所以排除表示目的不定式短语B.to target.
至于D，更是错误，因为target是及物动词，用过去式表示被动，后面应该有个介词by或at,或with后才可以跟一个名词。
请楼主再去确认一下答案。

target不是双宾动词，我们可以说：sb. are given sth.
也不是复宾动词，我们可以说：sb. was made sth.
target就是一个单宾及物动词。如catch. the police caught the thief.
能说：The thief was caught the police 。 吗？
能说：The road was covered snow吗？
所以不能说：The polices are targeted sth. (sth.=8% of yearly economic growth.)

评：target作为及物动词，表示“以。。。为目标”，其宾语多为具体的人或事，少见有这样的例子。疑为人工造句。
不论是The Congress还是the polices发出target 这个动作，其宾语也是 a yearly economic growth of 8%.
是主动的。
被动的例子如上television advertising targeted at children
=television advertising which is targeted at children
targeted 后要加个at之后者跟名词（是以...为目标的）
如果这些个policies是以。。。为目标的，应为targetd at....才对。
2、He loved best to choose themes from the simple life of the poor _whose___ trials and hardships he knew so well by bitter experience.
先行词是the poor
译：他最受选择那些来自穷人的简单生活主题，痛苦的经历让他对他们的难辛非常了解。

3、倒装句。是sth. is regarded as ...的倒装：
Regarded as A is B (+定语从句）。
A=the main reason for the recent world-wide economic problems
B= the fact that the US government would hardly accept.
