-是修饰capacity做定语
to service这种语法现象可以归类为“to” of purpose，表示the reason for which sth is done。在修饰动词时（如safeguard）做状语，修饰名词（通常多为ability, capacity ）时做定语。
这里我们要清楚“满足社会多种多样的需求”的是海洋的capacity，不是海洋，也不是人类safeguard的行动。
-much是副词修饰形容词more；more后面省略了名词things。

-do their part in ensuring their(oceans') health and
-do their part in ensuring their(oceans') vitality
their指的是governments和citizens。
3.-with 结构修饰名词，with 作后置定语。
-to women是形容词，修饰marketing。

第二题，第一个是指带Governments and citizens ，第二个指代oceans。怎么判断的话，是按意思来吧。这句中也就只有这两个可被指代的复数名词（组）。
第三题with后是做状语来补充的， to women是用来修饰marketing的，是指针对妇女的市场营销。
第四题的that是代词，代指前面fewer than 1 out of 10 women are smokers前面这个情况，不是非限制性定语从句，不能换成which，因为前面有although这个词引导，说明前面也是从句（条件从句），如果用which引导非限制性定语从句，那两个都是从句了，告诉我主句在哪？
第五题，as这里作关系代词引导一个非限制性定语从句，相当于which has been stipulated in the WHO Framework.................stipulated 是被动，不是adj。
第六题advertisements是实义名词，就是指实实在在的广告，而advertising侧重于拍广告包装的行为，有区别的。
