考研真题英语阅读中的一句话其中的某个结构不太明白

With regard to Futurist poetry, however, the case is rather difficult, for whatever Futurist poetry may be—even admitting that the theory on which it is based may be right—it can hardly be classed as Literature
这里的the theory on which it is based 这里的不太明白，it是代指什么吗？不知道怎么理解这个结构，是定语从句？还是it is based on theory 变的？也不懂这个怎么翻译，求解！谢谢

我觉得it指代前面的the theory ,on which 可以视作where ,我觉得句子意思是“也许这个理论（推测）的出处（基于的证据）是对的，那个poetry也很难被承认是文学。。。
