Proposals（主语） have been made（谓语，被动式） to increase government regulation of childcare businesses（目的状语） by, for instance.....（方式状语，其中for instance是插入语）.

这看似是make sth. do sth.(make + 宾语 + 宾补） 变成被动sth. is made to do sth.的形式，但是再看就能发现不同了。这里面动词不定式不是proposal的补语，而是proposal has been made 的目的状语，因为把to 变成in order to是完全成立的。proposal has been made的目的是increase goverment regulation.
