Dear editor,
I am a college student in Peking University who regularly concentrateon the environmental problems. As government makes a law to restricting the useof plastic bags, however in some regions it seems not so successful.
I think the most important reason to case this phenomenon is that some people does not aware the harm of the white pollution. I have some suggestions for you to adopt so as to cultivate people’s sense of environment protection.
First, will you please repot more news which is about the white pollution?Moreover it will be so kind that if you appeal to the government to makes a law to punish those people who does not restrict on use of plastic bags.
We really hope have a better environment. Thank you for your reading and consideration.

为什么前面一个用are 后面一个用do？怎么区分什么时候用are 什么时候用do 这是困扰了我很长时间的问题，能帮忙解释一下吗？谢谢！

be aware of 是一个联系动词 + 形容词组的句型，动词是 be，所以否定用 are not；
follow 是一个行为动词，否定应该用 do not。
