by the end of无论在什么时候都与过去完成时搭配吗？

by the end of并不是都与过去完成时搭配

by the end of 是“到.末”的意思，后边跟不同的时间会有不同的含义和用法。

1、跟将来的时间,就用一般将来时,如 

By the end of next month,I will finish reading this book.(到下个月末,我将读完这本书）.

2、 跟现在的时间,就用现在完成时,如 

By the end of this week ,I have written two books .(到这个星期末,我已经写了两本书了） 

3、跟过去的时间,用过去完成时 

By the end of last month ,I had planted thousands of trees.(到上个月末,我已经种了数千棵树了）

不是的~大体上分两种情况by (the end of ) +过去时间，主句中谓语动词用过去完成时。例如：
The experiment had been finished by 4 o’clock yesterday afternoon. 或者：
by (the time / the end of ) + 表示将来时间的短语和句子；before (the end of ) + 表示将来时间的词语或句子例如：
By this time tomorrow you will have arrived in Shanghai.

不是的。by the end of后面接将来时间时，句子的谓语要用将来完成时，如：by the end of this week/month/year等等；只有后面跟过去时间时，才用过去完成时搭配，如：by the end of last year(last month,last week)

2、by the end of+现在时间,句子用现在完成时。
如：

到这个星期末，我已经写了两本书了。
3、by the end of+将来时间,句子用将来完成时
如：

到下个月末为止我将完成这项工作。
