现代管理如今越来越注重团队这一概念，管理专家建议重新构建组织，以便利团队工作，领导者也向组织阐述团队工作方法的好处和重要性，80年代和90年代，经营管理方面的流行术语是组织文化（organizationalculture），团队工作（teamworking）则成了管理界推崇的理念，有趋势表明过去统治整个世界几百年的科层制将在不远的将来消失，代之而行的是以团队为基础的工作模式。然而国内在建筑工程项目管理中却并不重视团队建设。
本文综述了国内外项目管理团队的定义，认为项目管理团队是指本着共同的目标，为了保障项目的有效协调实施而建立起来的管理组织。本文从管理团队组建、管理团队体制和管理团队文化沟通三方面研究，发现我国对管理团队建设的重要性认识不足，管理团队建设的内容、方法、手段缺乏，没有科学的选聘考核制度，项目管理组织设计不合理等问题。论文提出以冰山模型建立选聘制度，运用项目管理成熟度进行团队管理，有效的解决了我国项目管理团队存在的问题。最后，通过实践案例，分析了重庆市室外工程中高效团队的组成及建设管理，并论述了高效团队管理建设得到的实际效果。
