不可以.这里的by 表示到了某个程度.

4.rise over a long period of time中是rise over连在一起还是over a long period of time连在一起？
应该是后者. 可以理解为过了很长一段时间

5.It is said that he has won the championship.可以用he won the championship吗？
可以.而且最好用he won the championship.因为It is said that .后面的从句只能用过去时态的.

是take lives
