参考答案给出的是who，但是that也可以代指人，何况该问句句首已经用了疑问副词who，为了避免重复，难道后面不应该用that吗？望解答

应为间隔性定语从句(先行词指人并有较长的后置定语),这种情况用who而不用that.
如:He was the only in the office who was invited to the ball.
而避免重复的情况是指句中有两个定语从句时避免重复,一个用that,一个用who.
