应该选A，因为已经有了第一句following....，逗号后要跟主语，而'by the first quarter of this year' 是时间状语，不能在这种情况下作为‘插入语’放在句子中间，'following....后停顿，要连接主语，所以后三个一下就淘汰了。A选项表达同样的时间，同时也是比较简炼的表达方式。 题干是典型的中文式表达方法，你可以试着翻译下来读，而在英文中，时间状语通常放在句末，也可放于句首，该句因为有了状语following...，所以从语法角度讲不可以把时间状语插在句中。

by的用法，在这里是固定搭配'by the end of'表示‘截止...；到...为止’。
