We must do things according to the objective rules. Our modern construction should comply with the national sutiation and obey the rules. On one hand, it should develop actively as well as seize the opportuinty. On the other hand, it should not enlarge the construction aimlessly and only take economic increase as it's aim. Otherwise, it can't get positive result and will cause great loss. We should focus on actual effect on econimic task as well as other work and combine the objective rules with subjective initiative together.
