A解释一下：伍卖拍all虽然表示全部的意思，但是在否定时表示的是部分否定，这句话=not all of them are here.意思是：他们不全在这腔羡里。也就是有一些人在这里，另外一些人不在这里。
如果选C的话，有一处错误，两个人都不在这里，那后半句就应该用either,而不是neither,他们中的任何一个人都不在这配洞里。 否则有neither,又有not，双重否定就会构成肯定了，违背了句意的初衷。
