When是对哪一部分提问？是问什么时候告诉，还是什么时候买车？

第一句的意思是“A. 他说他（此前）做了什么？”根据疑问词就近原则，这里what是对say的宾语提问。可以用下述不太规范的做法来看清楚句子结构：只要把原句写成he said what that he had done，就会发现that引导的其实是what的定语从句。
“他对他所做的（事情）说了什么？”英文应该是What did he say about what he had done?
第二句的意思是“他什么时候告诉你的他买了这辆车？”。同样根据疑问词就近原则，这里when是针对tell提问的。
“他告诉你他是什么时间买的这车？”英文应该是When did he buy this car according to what he told you?
