品德评价是学校德育工作中的重要环节，在学生良好品德的形成中起着重要作用。科学、全面、合理地实施品德评价，是提高学生的思想品德修养，保证学生全面发展的重要措施，也是完善德育管理、推进素质教育的有效手段。但在学校教育中却没有受到教育者的重视，没有发挥品德评价应有的功能。品德评价的最终目的在于形成和发展学生的优良品德，抑制和转化不良的品德，从而提高学生的思想道德修养。所以本文采用分析法、问卷法及访谈法对当前小学生操行评定的现状作了调查，经过对操行评定的调查反映出小学生品德评价中存在一系列问题，具体表现为：l、教育管理者或教师关于小学生品德评价理论认识的问题；2、品德评价内容狭窄化、公式化、行为化；3、品德评价方式问非学生主体化和主观化。主要表现为教师评价学生，自评、他评、互评不能合理结合。
经过笔者的调查及深入思考，以当今的小学生品德评价理论为基础，结合所调查小学的实际，从以下几个方面提出了改进品德评价现状的建议：l、提高教育管理者或教师对德育及品德评价的认识，转变观念；2、提倡个性化、全面化、发展性评价；3、改变品德评价方式，实现自评、他评、互评相结合，使人人都是品德评价者。
