〔摘要〕 环境影响评价制度是各国环境保护法律体系中的一项重要制度，对于环境保护和经济进步的和谐发展有着积极的作用。由于各国历史、文化和经济发展等的差异，对环境影响评价制度的规定也不尽相同。本文简单介绍了环境影响评价制度的历史和发展现状，着重对中国和外国的环境影响评价制度的差异进行了比较，针对我国环境影响评价制度存在的一些问题，在借鉴外国环境影响评价制度积极因素的基础上，立足我国现实，提出了完善我国环境影响评价制度的几点建议，希望通过完善环境影响报告书的内容、公众参与机制以及引入第三方参与的机制等方面，从而使我国的环境影响评价制度更加完善，更好的为社会主义经济发展服务。
