这个英语句子有两个小问题，求教大神

关于下面这个句子我有两个问题：
I hate to break to the guru of "end-of-history", but democracy is a conceit. And by that I mean it assumes that innate humanity of a man (with all atavistic impulses he is liable to have) to go away at the moment he arrive at the public square.

1，"And by that I mean it assumes"里面的 that 和 it 究竟指代的是什么？
2，"to go away"里面的to前面为什么没有动词？这句话语法是不是有问题？to在这里是什么成分？

it 是虚拟主语。。。。忘了中国教育中英语语法对这个怎么称呼的，拉丁语系里有一种语法是无主语模式，英语用这个it虚拟 你可以把这个看成“上帝” （但是国内肯定不这么说）
to 前面的动词是assume

国内的说法应该是叫形式主语
那这句话里有没有在别的地方说明了it指代的内容呢？
