软件工程管理的内容极其广泛，本文简单介绍了项目管理的基本概念和理论框架，并就项目管理的方式、方法、范围做了探讨；在研究和设计的过程中结合软件工程的特点，吸收了国内外先进技术和理论，将成熟的软件工程思想运用到项目管理系统中，最后提出了一套较完善的项目管理改进思路。目前市场上己经有一些项目管理软件进行个别或几个方面的项目管理，但是这些系统都不具备完整的软件工程项目管理功能，也很难根据使用企业的特点量身定做出一套符合软件工程项目管理的系统。我们设计的B/S结构的应用系统，采用了目前比较流行的Struts+Spring+Hibernate技术，通过不同整合方式对比，确定了系统开发的一个良好的框架基础。该系统还实时采集软件开发过程中的各种数据，为改进软件开发过程提供有力的支持。还是一套可以灵活裁剪、定制、修改的，可以整合其他软件工程项目管理系统工具的应用系统，用户可以根据自身的项目特点选用其中的一部分功能来进行符合自身要求的项目管理活动。本文在深入分析项目管理历史与当前现状基础上，给出了课题研究目标、关键问题解决思路与系统实现策略。最终目的就是保证软件质量与项目进度，节约项目成本，提高个人及团队的软件开发过程效益。
