伴随工业化、城市化的进程，农村土地被不断地征用，越来越多的农民成为失地农民。失地农民问题引发了大量的社会问题，已成为全社会关注的焦点。 目前由于国内大多数地方尚未建立起对失地农民的社会保障体系，普遍实行单一低标准的货币化补偿方式，即使在一些较发达地区，也存在着社会保障覆盖面窄、保障水平低的问题，不能有效地解决失地农民的生活、养老、医疗等问题。大多数失地农民生活水平下降，生活陷入了困境，己严重影响到了社会的稳定。失地农民作为中国最弱势、最缺乏保障、最特殊化的群体，应当受到全社会的高度重视，亟需尽快建立起失地农民的社会保障制度。
本文以S省S市为例，通过对S市失地农民的现状进行研究，分析失地农民社会保障基本情况，指出成功的做法的同时，找出了存在的主要问题。同时借鉴国外先进经验，结合具体情况提出了S市建立失地农民社会保障体系的政策建议。
