内容摘要：去年12月世贸组织（WTO）专家组就欧盟、美国、加拿大三方起诉中国汽车零部件进口管理措施一案做出最终报告，虽然中国出台《构成整车特征的汽车零部件进口管理办法》意图是防止中国本地的跨国企业利用化整为零进口零部件而避免整车关税，可欧盟等国利用WTO有关条款，致使最终判定中国方面违规。本文以中国进口汽车零部件纠纷的过去，现状及未来为线索，先从对该次纠纷的回顾开始，再分别从中方和欧美加三方的角度，对纠纷发生的原因进行了深度剖析，并阐述了欧美国家是如何熟练运用WTO各项条款达到其目的的，最后提出了从该次关税纠纷得到的几点启示，展望在今后制定相关政策时，能够正确利用WTO相关规定，趋利避害谋求发展。
