1.According to my own experience,one gym, community hospitals, one library, and schools like kindergarden or primary schools are available in my community. I don't think they are enough. Firstly, there is only one gym available within the walking distance and to those who are living a little bit farther away, it's not convenient. Secondly, basic education facilities are in short. People can only go to the only library, a so-called library where the number of books are limited and those who go there often are the old, and have some chats are their main goals. Also, hospitals are in great demand. People are not supposed to drive a long way to hospital, especially to the old or the young.
2. Basically, those who are old needs support mostly. They don't have enough financail income as they were at work. What's more, their children at this moment are busy at work, who don't have time to offer company, which means mental care. Also, they need to raise their own children.

3. Government shold take the most responsibility b/c it is their duty to make people have a happy and healthy life. Besides, those big entrepreneurs could share some of the burden since they should pay back to the community where they get the money.
